Controller

The Controller reports to the CFO and is responsible for management and coordination of the day to day financial operations and reporting; the timely and accurate preparation of reports, ensuring state of the art systems for government grant and contract regulations compliance; accounting procedures that conform to GAAP pronouncements; and lastly developing systems for and oversees internal audits and controls as well as managing financial and compliance audits.
Requirements
Critical Responsibilities
· Oversees finance department operations and internal and external audits
· Recommends to CFO benchmarks for measuring the financial and operating performance of programs
· Prepares monthly and annual corporate financial statements
· Oversees monthly close and ensures timely and accurate analysis of budgets and financial reports
· Monitors the monthly operating costs against budget and works with directors and their staff on their budgetary needs and plans
· Responsible for the integrity of accounting system, which includes maintaining user security
· Provides strategic financial input on issues affecting the organization to CFO, CEO and Executive Management

· Manages annual external CPA firm’s financial and compliance audit and provides recommendations for procedural improvements.
· Develops a system of internal and external audits to ensure compliance with applicable rules and regulations As appropriate, reports audit findings and issues directly to the CEO.
· Serves as point of contact for government auditors
· Ensures Finance policies and procedures are current and orients new staff on accounting policy
· Recruits, trains, supervises, and evaluates department staff and, working with the CFO, recommends staffing levels to met requirements of the department
Qualifications
· MA/MS in accounting or equivalent, or CPA
· At least seven (7)years experience in not for profit or government contracting environment
· At least five(5) years of experience in controller position
· International experience is a plus
· 5 years management experience
· Knowledge of Deltek Costpoint preferred or experience with other job costing accounting software systems required
· Advanced level of cost reimbursement project-based accounting
· Thorough knowledge of OMB Circulars A-110 and A-122
· Strong interpersonal skills and demonstrated skill in engaging the cooperation of others
· Ability to work with a great deal of independence
